The city of about 20 million people is the capital of Azerbaijan and hosts about 30 million people.
Baku, a former Soviet republic that borders Georgia, has seen a dramatic transformation in the past two decades.
Many cities have been built with the help of Chinese and Russian companies, including the historic Baku International Airport, which opened in 2007.
But the city is still known for the ethnic Azerbaijanis who have been persecuted since the 1990s for supporting independence movements and seeking closer ties with Russia.
Bakas and their supporters in the western city of Pankisi have organized a campaign to protect their country.
They have staged protests, held mass rallies and even set fires, some of them in front of the Russian embassy.
Bakhshan’s governor has said Azerbaijan will remain a Russian-controlled territory under Russian control, but Moscow has denied that.
